What should be done to prevent juvenile sex-offenders from re-offending?

Medical reasons for castrating a guy at a young age, well there's a few I suppose, torsion, cancer of the testes, or some type of major damage to them.

But, would you consider a guy having gender identity disorder as a medically viable reason for castration?

I think that there shouldn't be an age limit, tbh. I mean I'm not saying a 3 yr old should make the decision, what if the kid is say 10 or 12? Old enough to actually think about and decide whether or not they would be happy with it.
