Hm, I didn't know Vermont & Maine law let women go topless wherever men could. I do know New York state allows women to go topless, though that took a court decision, something like 15 years ago.

I have a great photo of me showing off my tits with 5 female NYPD officers in uniform (none of them showing their tits, alas, as they were on duty) posing behind me, that was taken at the last Pride parade I made it to.
