I am not an expert in these matters, however, I know that women get urinary tract infections much more than men do. Basically, this is because the meatus (pee hole) is closer to the anus. Even if a women is very careful with personal hygiene it is possible for fecal matter to be transferred to their underwear and from there into the urinary tract. Elderly women who appear to be suffering from dementia are quite often found to have such an infection, but this is rarely the case with a man.

Colin is right, you'd have to be very careful about how you wipe if the urethra were to be relocated to the taint. For women this is a much more common problem than you might think, one bad wipe can give bacteria an opening (pun intended). This is just something that isn't talked about often.

For people who are primarily interested in being forced to sit-down I would recommend a cheaper and safer alternative like an Ampallang (http://en.wikipedia.org/wiki/Ampallang) or other penis piercing. I personally had an Ampallang for 3 years, and although I no longer have it and can stand to pee, I don't. It's just so much more modern and hygienic to take a seat.
