Most chastity devices I've seen utilize a ring around the testicles to form the lock preventing any action with the penis.

If one has been castrated there is nothing there to secure the base.

I dont know if this helps and I dont advise drug use as it will lead to greater issues BUT I do know that using adhd stimulants on a daily basis will leave you limp while at the same time making you horny as hell. You will try to get off for hours sometimes but you will not get very hard.
