Biological sex, gender identity, and gender expression are all separate things. While for many people these are aligned so that female=woman and male=man, this is not the case for all people.
The current jargon is to use female/male to refer to biological sex and woman/man to refer to gender, so I would re-frame your question as "are castrated males still men?" Males castrated for medical reasons may still identify as men and thus are men. Eunuchs include males castrated to align their bodies with a eunuch gender identity and those who have accepted their castrated body as a eunuch gender identity.
