It is in your best interest to call the Sheriff and ask what your rights are, what her rights are, and how to proceed.
Do not just call the cops. The state of California has VERY odd laws in regard to tenancy. If you call the cops and they side with her, you will have a devil of a time getting her out.
In California, for example, a tenant cannot be evicted for failure to pay rent. If at any time she can get someone with authority to label her as a tenant, you are screwed. DO NOT RUSH INTO THIS WILLY NILLY. Instead, do your research, confirm what your rights are, confirm what her rights are (or are not) and then proceed. The sooner you do this the better it is for you, but be measured and pragmatic about it.
I repeat: If you just call the cops to come kick her out and they randomly decide that she is a tenant, you are screwed. The Sheriff is, FOR SURE, the office to contact in regard to this matter.

I called Adult Protective Services about the problem and they referred me to Housing Authority. Housing said to give them a 30-day notice which I will do on February 1. If by March 1 they haven't left, I can call the police to evict them.

I agree totally. Make sure that you have everything locked up or away from the house.

Get dead bolts for the doors. Get them outside. Lock the doors.
Think it would be breaking and entry if they enter.

I received a call from my attorney today. He wants a copy of mom's death certificate so he can file the paperwork for me to claim the house. There will be a $350 filing fee but he said I could pay him $50 a month on that. Nice guy huh?
He recommended I wait till I have title on the house before I try to boot my guests out of my home. I agreed.

The title is in your name.
Why keep the leaches any longer. They cost you money to stay. You could use the money to far better things.

If Mom was receiving aid from the county or state it may not be that easy to change the house title. There might be a lien on the property. --FLO--

I'd think the sooner you get these people out of your house the better. Why should you be feeding them when you can scarely put food on the table for yourself?

Mom's income consisted of Social Security and Military retirement only.

Certainly lock up or secure anything else of value. What was the value of the silverware? If it's sterling and significant, you could swear out a complaint for grand theft and they would find municipal accomodations. The lost weaponry may also interest the police.

How much do you need before you KICK THEM OUT?
You worry about them causing problems when you change the title to your home. They have access to all your records, account numbers, SS number. You are in real danger of identity theft.
Wake up and take action.

I'd say the thefts change things considerably. I'd be filing a report on them.
I also can't help but wonder what else they've been doing, maybe they have something to do with those Western Union Overdrafts you had earlier

I reported the missing Winchester to the police today who said, even if they were lucky enough to recover it, I would not be able to claim it since I never wrote down the serial number. Live and learn.
