It's under Usergroup Mgr. Choose the group you want to change, Registered Users, as an example, and Edit Usergroup. There, you can set whether a particular usergroup can or cannot give negative reputation. For instance, moderators and administrators - if that's what you want - could still give negative rep, while regular members couldn't.

But new ones to this forum have no clues.
So I agree with Tugon: it is a guide for new forum members.
It was fun to give some positive remarks for some really good post.

The limit must be higher than that. You now have 17 stars and almost enough gold bars for another star. One member even has more than you but I can't recall who.
